The Ministry of Health, responsible for setting public health strategy, and the Kirketon Road Centre (KRC), a frontline service providing free and anonymous care for people who face barriers to healthcare, including those who inject drugs, asked Craig Walker to bring clarity to the Needle and Syringe Program (NSP). With documentation scattered across multiple reports, they needed a way to show how day-to-day activities connect to the long-term goal of reducing syringe sharing. Craig Walker’s role was to synthesise this complexity into a single, communicable framework that could guide planning, support evaluation, and demonstrate the NSP’s future health impact.

Shaping data into a tool for future decision-making

Over the course of a one-week sprint, Craig Walker worked with KRC to untangle 78 pages of technical documentation spread across eight reports. Rather than simply condensing content, the team mapped connections between the Ministry’s objectives, program activities, and measures of impact. Through workshops and rapid synthesis techniques, they stripped back duplication, surfaced the essential logic, and shaped the material into a format that could be easily understood and shared.

A clear framework to guide future health services

The sprint resulted in a 17-page program logic document that gave the Ministry and KRC a shared framework for planning, communication, and evaluation. By connecting day-to-day NSP activities to long-term health objectives, the document created clarity where previously there had been fragmentation. It now serves as a practical reference point for decision-makers and a tool to demonstrate how the program contributes to reducing syringe sharing and improving future health outcomes.
